1. Overview

• A one-time bounty of $1,000,000 (the “Introduction Bounty”) will be awarded to the first person whose direct introduction to a leader of a country or jurisdiction (the “Host Leader”) results in a Successful Partnership with that jurisdiction, meeting the Specified Autonomy Requirements for building Viva City.

• A Recursive Bounty will be awarded to the chain of referrers leading to that winner, halving at each additional degree of separation, up to a maximum of ten (10) degrees.

2. Successful Partnership Criteria

• The partnership must be evidenced by a written agreement (“Partnership Agreement”) signed with the Host Leader or authorized representatives of the jurisdiction.

• The agreement must include stability guarantees, such as enshrinement in the constitution and an enforceable international contract, ensuring that Viva City’s autonomy requirements (custom civil law, tax policy, dispute resolution, etc.) are protected.

3. Specified Autonomy Requirements

• The location must offer high autonomy, including the ability to establish custom civil law, tax policies, and dispute-resolution mechanisms suitable for Viva City’s needs.

4. Eligibility

• First, Decisive Introduction: Only the first decisive introduction (i.e., the earliest verifiable instance leading to a successful written agreement) qualifies for the $1,000,000 Introduction Bounty.

• Timestamped Proof: All introductions must be timestamped in writing (e.g., email, signed letter, etc.) to determine who made the introduction first.

• Public Officials Excluded: Current government officials or those acting on behalf of a government are not eligible to receive any bounty.

• Conflict of Interest: Each participant must attest that they are not violating any local or international laws or breaching official codes of conduct by participating.
• Consent: We will only consider an introduction valid if (a) we have expressly agreed in writing (e.g., by email or other official communication) to be introduced to the potential Host Leader or authorized representative, and (b) we did not already have direct or indirect contact, negotiations, or discussions in progress with that same individual, office, or jurisdictional authority. Any individual or entity attempting to facilitate an introduction without our prior written consent or involving a person or organization we have already engaged with in any capacity will not be eligible to claim the bounty.

5. Recursive Bounty Distribution

• The winner receives $1,000,000.

• Referrers in the chain leading to the winner receive a halved portion at each additional degree of separation (e.g., $500,000 at first degree, $250,000 at second, $125,000 at third, etc.), up to a maximum of 10 degrees of separation.

• Each referrer must provide evidence of who referred them, establishing an unbroken chain back to the winner.

6. Deadline

• All introductions must be made on or before September 12, 2025. Introductions after this date are not eligible.

7. Dispute Resolution & Determination of Winner

• We reserve the right to determine who made the decisive, first introduction based on the best evidence available.

• Participants acknowledge that there is no right to sue in public courts to dispute our determination of the bounty. In the event of a dispute, participants agree to binding resolution through:

A. An internal review panel of our company, or

B. If the internal panel is not feasible or improper, an internationally recognized arbitrator of our choosing.

8. Right to Modify or Terminate

• We reserve the right to modify, suspend, or terminate these Terms if certain circumstances occur, including but not limited to changes in applicable laws or regulations, unforeseen events that render the bounty’s objectives impracticable, or legal/advisory mandates that affect the viability of this program. Any such modification will take effect immediately upon posting an updated version on our website (or upon written notification to participants). If you continue to participate in the program after changes are posted or notified, you will be deemed to have accepted the revised Terms. Changes to these Terms will not retroactively affect introductions made in good faith prior to the effective date of the amendment, unless otherwise required by law or clearly stated in the amendment.

9. Anti-Corruption & Compliance

• The bounty is for legitimate introductions only, and no portion of these funds may be used to influence the decision-making of a government official.

• Compliance with Local and International Laws: This entire program must comply with all applicable anti-corruption laws, including the U.S. Foreign Corrupt Practices Act (FCPA) where relevant, and any local equivalents.

• We reserve the right to disqualify any participant if there is any sign of improper influence, bribery, or other illegal activity.

10. Taxes & Payment

• Tax Obligations: All bounty recipients are solely responsible for any taxes, fees, or other liabilities arising from the receipt of the bounty under their local laws.

• Legal Payment Channels: All payments will be made through channels that comply with applicable laws, including banking and anti-money-laundering regulations.

11. Purpose & Transparency

• This bounty is intended to reward the facilitator of a mutually beneficial partnership for Viva City, not to buy governmental influence.

• We emphasize that all actions must be undertaken transparently and in good faith.

By participating in this bounty program, you acknowledge and agree to these Terms.
